Jennifer Erb-Downward, with the University of Michigan's Poverty Solutions initiative, worked with SchoolHouse Connection on the report. They used the percentage of first graders experiencing homelessness in every state and applied that to U.S. census data to calculate the number of children under 3 experiencing homelessness.
